Abstract
The paper formulates the fundamental ontological foundations of dynamics based on the notions of locality and coordination. It is shown that observed dynamics arises as a compatible manifestation of the internal dynamics of localities in the process of their coordination. The notion of resource is introduced as a generalized capability to sustain coordinable evolution, and a mechanism of its redistribution via transmission of morphisms through communication channels is described. Directedness is derived as a structural effect of stable asymmetry of these channels. The resulting foundation is used to interpret directed physical phenomena as derivative regimes of dynamics.
